Broadband Internet access has been re-classified as a telecommunications service under Title II of the Communications Act and Section 706 of the Telecommunications Act. Yet there is room for evolution and accommodation of services (forbearance) that do not use the public Internet like VoIP. All in all the 400 page document throws a gauntlet down to the many factions that take issue with it. From "death of the internet" proclamations to "champion of the people" cries of exultation, the rules are almost certainly headed for years of litigation. Regardless of the ultimate outcome, the direct mail marketing industry will be affected by the resulting landscape of the broadband access universe, being the delivery syestem for so many of the products and services it offers.
