The Postal Regulatory Commission held that compliance with the USPS Full-Service Intelligent Mail barcode constitutes a rate increase, which lies outside the authority of the Postal Service Board of Governors. The USPS, as well as any mail customers who have already enrolled are notably displeased with the ruling. The PRC has now postponed the January 26, 2014 deadline for enrollment, allowing customers to continue claiming automation pricing with certain restrictions.
