FCC Chairman Tom Wheeler proposed a draft set of net neutrality rules this week that have earned praise and raised ire on both sides of the question. This will only intensify the fierce lobbying that has been occurring since the D.C. Circuit struck down the 2010 Open Internet Order earlier this year. Most prominent among the proposed rules is one that would permit the creation of relationships between ISPs like Comcast and broadband customers like Netflix. In a blog post defending the position, Chairman Wheeler stated that the draft regulations would cast a stern eye on any behavior deemed "commercially unreasonable". This somewhat fuzzy term has become a focal point of the debate.
