In a recent FCC blog post Chairman Tom Wheeler discussed the role of the FCC's position plays on competitive opportunity and facilitating innovation for small businesses, particularly those owned and operated by women and minorities. In particular, Chairman Wheeler asks Congress to keep in mind the charge that Section 257 of the Telecommunications Act of 1996 states, which is to empower these segments of the business community. He goes on to assert that the FCC has been successful at promoting small telecommunications operators and innovators, and opening a path to the $120 billion "app economy" as he termed it. He goes on to defend his belief that the Open Internet Order ensures a level playing field for entrepreneurs and consumers alike, further promoting innovation and growth.
